The part file is a Geneva Device with functioning parts. The drive indexer can be rotated using the assembly move with physical dynamics turned on and the device will index as intended.

To move the device:
1 open the assembly
2. click move component
3. under options in the move dialog click physical dynamics.

Note make sure the device parts are not colliding before moving or you will cause an error

I had to model parts of a Geneva Wheel (Maltese Cross) assembly for the 2011 Ontario Technological Skills Competition in Canada for Mechanical CADD on May 3rd. I will upload what we had to do ASAP.
