The idea is to have a way to carry small items securely on the bike, as well as having an audio system that makes it more pleasing the bike rides.

Not bad! Adjustability is going to be difficult, but not impossible.
I guess that with a mixture of internal curved surface in one side that will be in contact with the bike frame, could make a secure fixing. By the way, since I was a child and used to drive my bicycle I've been thinking about this idea.
