  go to Tools/Options; Select "File Locations" and then "Document Templates". You can add there the location of your new templates (part/assembly/drawing)

  Next go to "Default Templates" and select your new templates for each category (part/assembly/drawing)

  Done!

  Open Your standard template and after make changes save as part/assembly template.
  That for first part of question.
