I can not able to see Specification Tree how can i get it?

how can i get specification tree? i am not able to see it, i tried with F3 Button but no use..

try clicking the XYZ axis in the lower-right corner. then try using the "Fit-all-in icon" (shown in attached pic) and clicking the XYZ axis again
