How can we reduce time and/or lifts in powermill to the least possible?

Suppose that feedrates,stepovers and stepdowns are fixed.
Please give your answers for roughing and finishing separately.

rather vague question
conditions affecting the quality of treatment
- the material parts
- the material tools
- clamping stability
- stability of the machine
- turning
- or milling
- number of blades (cutting)
- radius cutting corners (there are places that force the radius)
- wall thickness machined

The general rule -
do not overdo
it with the feed / on the edge

for roughing protects against break tools
for finishing protects

- precision surface (quality of treatment )
- Flatness
- parallelism
in general terms of technology and construction
