Let me make sure I understand correctly: Make a surface FROM a point cloud? Or: Make a surface and add points on some kind of grid onto it? If you are trying to add points to a surface, then that will greatly depend on your CAD application...
If, on the other hand, you have a number of points (aka. a Point Cloud), with coordinates and (hopefully) normal vectors (sometimes given in a .xyz file format), then there are a number of applications that can convert that to a (mesh) surface. Probably the best (and free) one available is MeshLab. Look for online tutorials on how to do this (there is a slight learning curve), but will generally involve use of a Poisson Filter. The first step though is to make sure you have Normals for the points, otherwise you will need to get the application to estimate the normals. So... the steps are:
- Import your point cloud file
- For Normals: Filters>Point Set>Compute Normals for point sets -> Apply (keep defaults)
- Filters>Remeshing,..>Surface Reconstruction (Screened Poisson) -> Apply (try different settings)

Note that you may need to first save the file to a write accessible folder. Also, once you have a surface and export that to a Mesh, you may not be able to import that to your CAD application (ask me if that is the case and I can recommend my company's software tool for that).
