There are two ways (or more ?) to obtain the "Sketch View".
Anyway the simple method is the native NX shortcut Shift + F8.

1.This is typical NX.
No matter if it is Model, Assembly, Shape, Studio, Sheet Metal, Aero Sheet Metal, Routing Logical, Routing Mechanical, Routing Electrical.... All extension files are ".prt" :)
2. Actually I use Catia 5.16. Last time in NX I use version 9. I never use NX 10 until now.

1. I don't know why. You need to ask EDS or Siemens. Anyway when you create a new file the options are as above (model, assembly etc). There are not the "part" file because all are parts in according to NX concept.
