i suggest you to go with wireframe and then use fill command to make it as surface.
break the part up into 12 sections (30°) and just model one section. Looks like a multi-section surface from the outside to the inside. Then use a circular pattern for the other sections. Add fillets between sections as last step. (I think this would be easier with solids, but it can be done in surfacing)
Not sure what your skill level is Hicham, so my OP was very general to give you an approach.
To answer your recent question: make the multi-section surface based on two planar sketches, then split the surface based on the OD and ID surfaces.
