how mate section of rack on pinion and the others move freely

Three planes of contact are required to fully constrain a part. In order for mated items to be movable one of three mates must be left out or dimensionally constrained.

With the rack and pinion setup the rack gear is mated to two planes along its length while the pinion gear is mated on its axis and the face of the gear. The gear mate is then used to synchronize the gear movement.
