I wonder what version would be better for this computer of these specifications SolidWorks 2015 SP 3 or SolidWorks 2016 SP 2.
The program works without stepping.
I ask for your opinion and recommendations.
I don't think you'll find any major difference between SW2015 or 2016 on the system.
If they are the same price, get 2016 as you'll be able to open more models. 2015 won't open any files make in 2016 or beyond. 2016 has the same issue, but at least you'll be able to open 2016 files too.
The graphics card is not "certified" to work, but it will likely be OK. A lot will come down to the size, number, and complexity of files you are working with.
I think 2016 was the year they introduced the new (terrible) user interface. I'd stick with 2015 just for the old UI, but maybe if you have not spent decades using the "classic" UI, you'll like the new look.
