I don't think you'll need to do any surfacing, I have a comb similar to that in my hand and it could all be modeled with solid features. The wackiest feature on my comb is a variable radius fillet on the inner edges of the outer-most, structural 'teeth'.
That's not to say you couldn't, or shouldn't do it with surfacing, but to me it looks do-able with mostly top drawer solid features.

It may take some trial and error to get the teeth to look right, since they aren't circular. Teeth will probably need to be blend features.
Thank you Robert for this! Is there any recommendations for the way you would do this for example the steps to take? I have started off by an extrude for the outer shape and then circular extrudes up to be the teeth that are then rounded. However the finish doesn't match the same curvy look that I am going for. Any advice would be great please.
