won't extrude cut a surface offset
I am trying to create a block that holds the same shape as an airfoil so it can rest on there. I have done a surface offset of the airfoil. It has uneven edges at the end of the offset so I am trying to cut that section off or find a way to avoid that area all together. I am not able to extrude cut, I don't know if that has to do with it being a 3d sketch but I am not sure what to do.

Ok, so the part you're trying to make a nest fixture for is extremely messed up and as such didn't import cleanly. There's a bunch of garbage in the foil area, particularly where I have indicated.
The bad geometry here is what's causing you to have difficulty modeling the nest, and the best course is to clean up that geometry first if possible.
I was able to do some work with it though, and have constructed a block and used the 'replace face' feature to make the top of the block conform exactly to the area of the foil I think you're trying to match.
I added 4 features to the 'RevNC' model after importing it to create the nest geometry. Take a look, maybe this will help out.

extrude-cut is a solids feature, you'll need surface-trim to 'cut' surface features.
I've attached a model of a foil shape, with a surface offset, and a 2d sketch of various shapes which 'trim surface' the offset surface feature. These 2d shapes could also be used to 'extruded cut' the solid as well.

in case insert a "level as surface" from that you can made a (2D) sketch, than use the fetaure CUT described by Robert H.; take care to look at the geometries outlines.
If you nedd to use the 3D sketch to cut something it´s realy tricky to made a good result with them; than you need to create a "surface" driven by a cut-line ... but im not recomand it.
if you know the shape and the size of the airfoil you can use some "level-surface" and made the sketch on each one, so you can "extrude it" with conneting the two sketches with the apposit featuer...
