Catia V5 Cache issue

Do you really need to work with cache? The easy fix is to just turn off that option.
Otherwise, you have to be be careful when editing parts and assemblies; all the modified parts must be in Design Mode before using Save Management.
I just tried to repeat your problem; my session did not lockup when I went to Save Management. (I'm running CATIA V5-6 Rel 2020).
R18 is a pretty old release. You might want to try installing a more current release, and hopefully the problem will clear-up.
(Since I'm creating and editing parts and assemblies all the time, I don't use the Work With Cache option)
