How to create User Interactive assembly?

My client asked me to provide a file format in which he can manually drag and drop the parts to their position to create an assembly.
All parts and assembly are created in Solidworks.
I have tried different options like edrawing file format, 3D pdf, and HTML file format but all of these explode assembly and re-assemble all parts simultaneously. Kindly help me in this regard if anyone knows the solution I have been stuck in this for the past 4 days.
