Step up and Angle with triball

Chuck a block in switch on the triball and right click and drag for example. A dialogue appears with the option of how many copies and the distance. Nothing new here. But in my version (2015) the options for Step up and Angle are always greyed out.

Am I missing something or is this a bug in 2015?
