Why are these different dimensions?

Why are the dimensions in figure 2 and figure 3(attached images) different?
What is the cause?
Within this framework, I would want the dimension to be 960.5.

You have a "cutout" on the body of this part.. It's possible that this cutout made short that the first shape?
