Stephen, if you have SW premium then the Scan to 3D will convert the .stl to NURBS. It's a cheaper solution than buying a 1 seat of any other software. Though if this is something you see happening a quite a bit in the future then you might want to start to take a look at some secondary programs that specialize in scanned data. Check the clip

As a "think outside the box' solution you could order Rapidworks from Next engine. It has some amazing functionality for 1/4 the cost of geomagics or Rapidform. If anything you get some of Rapidforms functionality in Rapidworks since some of the code is leveraged from it.
