You can use any one modelling softwares...there is no difficult parts in this.

I'm going to go ahead and say AutoDesk Inventor... I use CATIA everyday but would not recommend it to anyone that hasn't used it in the past for something this simple.

Any other pgm like NX, PTC Creo, Solidworks, or Inventor will be your best options.

any software can draw a toy car if you want a high quality of modelling you can drowing on 3ds max 2018 or catia v6 or autocad or solidworks just try to find a software that can work very well with computer configuration

you can use catiav5 imagine and shape for clay modeling. its very simple just drag a control point of the surface to get your final shape with high quality. Or if you want class A surface , i recommend to use catiav5 ICEM Shape design.
