James, I think we are going to need more information about what you are asking. I looked at your pic and it would appear that you are showing us one gear with teeth all the way around and another that has teeth only part of the way around. Are you asking about the ratio between the gears? and I'm not sure at all what you are calling a "magnet gear" If possible please label your drawing and that might help as well.

If you put a magnet on the one with a half circle the magnet will make the half circle complete a turn when it repels another magnet

This will let the magnet gear do one turn when the non magnet gear does a half turn

So when the non magnet gear does a full turn

The magnet gear will do 2 turns

And when a 2:1 is put on the magnet gear the magnet gear will have more torque then the non magnet gear and will move 1:1

How will the gears synchronize when the teeth disengage?

The torque on the gear with the magnet when disengaged will depend only on the strength of the magnet and not depend on the torque on the drive gear.

Please explain in more detail what you want to prove.
