from how far i can understand you
a) wrongly placed the sketch of the cut/extrude so you are trying to make a solid body that the program cant pinpoint. or
b) you have some rebuild errors in your parent part. Maybe a double line or a point, this is why it cant proceed to making the next feature. you first need to fix the parent feature.
