i need draw this item by use rhino or solidworks , how can make Fish peel quickly

Modeling that, in complete detail, will not happen quickly. At least not with Solidworks.
Making it with just the outline and the general curvature can be done fairly quickly and a 'decal' of the fish image can be mapped onto the model to make it look closer to the actual plate, but the model will have smooth rather than embossed surfaces.
It is the intricate scales and other details that make this a 'non-quick' part to model.

You won't get a nice parametric model at the end, but if speed is the more important factor in the Speed-Quality-Expense triangle, then quality may have to suffer:
