can a drafted feature be taken as a Datum Feature in drafting?..
what is the standard which we can follow?

Sure, you can do that. You're likely going to be better off specifying datum targets when setting up on drafted surfaces. If the drafted feature is a 'feature of size' you can usually use the mmc side of it as a datum, such as the small end of a drafted thru hole.
