how can i attach a extruded plate in between solidwork weldment tube and define connections..

I cannot open the part due to SW version, but if you are trying to add a plate between two tubes you can always create additional planes and sketch off of them (?)
Version of this would be to add a new plane, click the edge of the tube, offset it the radius (to place plane in center) and sketch your extrude. Extrude equally from center.
Adding extra points of lines into the sketch will help to define it later on. Mating to a rounded surface is rather troublesome.
