Use decals if you want to add pictures like logo or any other graphics on your part component.

Hey Fred,

If you are just trying to see the picture as reference to build your model- why not just open it in a viewer and position it somewhere on the screen over top of Solidworks.

Assuming you are using one of the Windows OSs, you can download a utility that will allow you to keep the picture viewing software window "always on top" of your application stack.

Not a solution within Solidworks but may work for you even better.
