Three surface commands: one revolve and two sweeps and a 3D curve from intersection of two surfaces are sufficient.

1. Step 1: overview

   

2. Step 2: revolve

   

3. Step 3: sweep

   

   28 revolutions in the twist control

   
   

4. Step 4: 3D sketch

   

   create an intersection curve from those two surfaces

5. Step 5: 2nd sweep

   create a plane normal to that curve

   draw a circle
