Hello,i have a problem,i dont know how to make a DIE for this part.i dont know how to do the punches,for this,to do the two holes, to cut the countour and to fold it at 90* , can somebody help with an idea or a photo/pdf/part anything ?

you can easy do this in sheet metal, have after that the model cutted on laser and bended on ubcant ( bending machine) - the cost will be less 2-3 Euro. I can make for you the part and sheet metal model.
I need a die,with all the components, to o this part specifically,and entire die.
What is your design criteria? Is it to be a progressive die or a multi station die? What material size do you propose starting with? What production rates do you require? What is the total production run or lifespan? What kind of press will this go in? What is the material? What are the tolerances?
Is this a school assignment or do you actually need to make a die?
For sheet metal punching you will have in mind:
Material
Thickness of sheet metal
And punching size
You will need a punch of diam 9mm and 6 mm, and below you will need a die with almost 1mm of clearance (based on mild steel clearance chart)
this will help you with cutting clearance 
For cut this metal you will need to know how many tons are required, based on the dimension (diameter) this for machine capability

there are 2 ways to cut the flat pattern (component unfold), cut on step by step (for example cutting each side by step this is progressive press or a turret punch process)
another way its have the tool with dimensions of flat pattern and with it with one punch (sequnce will be first punch holes and then the component cut) this its called blanking cut
for bending proces could be so easy use a press break machine you should be verify bend allowance, take on mind tooling will be used to make bends verify tools available to make bends
