Adding comment/hyperlink to 3D object

Very new to this, and not sure where to turn to ask this question. I looked around this blog but really could not find what I am looking for.
Here is a scenario we are trying to build and not sure how feasible it is. We want to create a 3D object (for example, a drawing of a laundry basket) that can be moved and turned around by "end user" in really any end application. But we want to be able to add either comments, pictures, hyperlinks directly on the drawing, to a bunch of different points on the part in different planes of the 3D model. These would appear and disappear based on the plane of the 3D model that is visible at that time. Would also be able to be clicked on to open up the objects, or hover over the "point" to pull up the comment or note or picture.

If this doesnt make sense, or if I can provide more clarification, please let me know.

I have attached an excel file to somewhat show some options of what we have come up with so far, but does not really work easily the way we are envisioning.

Any help would be appreciated!

Does something like you described above already exist?

The two options that first come to mind are:
1. Export the model as a 3D PDF. Most people can view a PDF, and adding comments and notes to the file is pretty easy.

2. KeyshotXR is designed to create interactive models which get embedded in websites, but there is no reason to not use them in other ways. Check out some of the examples on this page. I'd assume there is some method to add additional notes/bullets to each view, but I'm really not sure: https://www.keyshot.com/xr/

3. eDrawings will function like this to some extent. Give it a try and see if it would work.

Based on the Excel file (a really weird way to send an image), I'd say the 3D PDF option is closer to what you are looking for. You can do that right out of SOLIDWORKS. Adding notes might take a little extra work in a PDF editor.
