You can reverse engineer the image and recreate the 3d model manually. Maybe even take some measurements from the picture. As for automatically converting the image to a 3d model the answer is essentially: no it can’t be done.
There are ways to take the outline of an image and convert it to a 2d sketch that is then extruded to a very basic 3d model. But this only works for simple outlines. Even so, there is some manual manipulation of the image required in order to get the 2d sketch. There is nothing automatic about it.
