How can I scale down a sketch in Solidworks?

Actually you don't need a sketch block - just make sure your sketch has a centerline, select the drawing and use the "Scale" tool and select the centerline's midpoint as the point of scaling. Makes it smaller or larger.
I would make the sketch a block
Set scale and explode if you need to modify
