How would you start modeling this ...?

Which "strategy" is best in this case? Solid modeling? Surfacing?

Having never watched a tutorial on one of these (which I believe you'll be able to find), at first glance, I would start with solid, expecting that there would also be some surfacing "tools" constructed along the way to help with material removal and whatnot. Crafty 'split body' features and shells would do much of the heavy lifting. Also I would model only half, and mirror to finish.
However, this part is inherently one continuous surface, thickened to one side, so that might compel one to stay with surfaces as long as possible. I don't do a whole lot of curvy surface modeling, so that's why I lean towards a solids approach if I can see a path.
Sometimes you just don't know until you get into it, ya know?
