Is it possible to transfer or to convert gbr files, Gerber file, into STEP file?

Please, I would like to transfer Gerber files, Board Layout files, file ending .gbr , transfer into 3D-Model, e.g. STEP-File for further work with CREO 2.0. Maybe be any other additional Software. I really need your advise.
