Meshing problem in solidworks?

I think the problem is the tiny gaps created when the outer hoop is combined with the folded sheet metal features and doesn't fully intersect with them. I have circled the evidence of these gaps in the first picture.

One way to get rid of the gaps is to place a slight 'move face' feature right after 'Edge-Flange2' such that these faces will fully intersect the outer hoop.

This should allow the solids to intersect properly and allow the mesh to work.
