Need to measure flow rate
I need to measure the flow rate at the two points shown in the picture. I have suspicions that the back one is different from the front. My questions are as follows
1. How can I measure the rate at each of these points?
2. If the rates are not the same what design considerations do I need to account for to manage the rate at each point?

The diagram you have as part of the question is absolutely useless for anyone to follow what you are actually asking. As with any engineering/physics question it pays to gain an understanding of basic principles and definitions.
