How do I create a 1:30 excavator model from real sizes of excavator. I could't achive this using ''OFSET'' commend.

You will need to edit each block and modify there sketch to offset the whole model.
Thre is a Scale command: Insert, Features, Customize Menu, Then tick the box next to 'Scale'.
