Use side distance dimension

Step 1:
Make a full defined sketch. Reason: if your sketch not in full defined, you will face a problem to make changes in dimension. make sure your sketch in black bold, blue means not fully defined. Sketch exactly as i sketch. Note: you can control radius by two way, 1st: defined arc length & height or 2nd: defined arc length & radius, either way can. my example is arc length & height.

Step 2:
Use Extrude features

Step 3:
on same plane as Sketch1, draw a sketch2, draw an arc on solid edge, and make concentric the arc with solid edge. Set side distance from center of eye as in sketch below.

Step 4:
When you try to extrude, this pop-up window appear, click no and extrude it same with as before.

Step 5:
Use step 3&4 for next 3 arcs. Make sure you control distance from side.
In the end, when you change dimension, it should have no problem.
