Here would be my approach. You'll want to find actual dims and spend more time on it than I did but here's the process I'd use:
1) draw the shape yot want to blade to take with the correct overall length.
2) Thin Feature Extrude it to the proper height and width
3) on a face draw the inverse of the tooth profile and blind extrude cut it out.
4) in the feature pattern pull down, select the Curve Driven Pattern. For the feature, choose the cut, and for the curve choose the original stretch used to thin feature the blade (Sketch1). You'll have to work the numbers a bit to get the starting ending points correct.

I made a test part while writing this, screen shots are included in the attachment.
