Design of dies is time consuming and requires many skills, that's why they charge alot, I don't think you will find it free. but if you try you will succeed, eventually.
You can make the die in consecutive operations:
- Perforate the sheet. (stamping / laser cut)
- cut the sheet (stamp sheer / laser cut)
- bend the sheet (specificially designed machine)
If you produce in huge quantities, then it worth and cost effective to make a die for punch/stamp press machine.
