I think your answer might really be it depends on the design.
If it's one part, things like material, size, shape, manufacturing cost, tolerances, etc come to mind.
If it's an assembly, things like function, loading, scope, concept, serviceability.
If it's a consumer product, thing like ergonomics, shape, aesthetics, comfort and style, come to mind.
