How do i draw this

I see this part, and would build it as 3 distinct areas,
1. Extruded Boss/Base portion, sketched on angled plane
2. Swept Boss/Base portion, similar cross-section as part 1, but follows the curved path of the belly of the handle.
(2.5 some clean up work to get parts 1 and 2 combined and trimmed to the correct profile)
3. Lofted Boss/Base portion, probably using a point as the final loft section, and maybe some guide curves.
(3.5, final fillets, rounds, etc)

here i attached the dimensions of the handle.

You can do it using a Swept-Cut...
