What is the difference between Simulate with commands and simulate with laws?
What are the purposes of both features individually?

Simulate with commands is independent
simulate with laws is dependent.
For example you can set 2 simulation at two different speed in same mechanism.
One is 20 rpm/min other one is 10 rpm/min.
Some times you have 2x engine in same mechanism. they can run different speeds.
