Talk to the folks at Texas Tech Wind Research http://www.depts.ttu.edu/nwi/ They have a large 110 mph or 49 m/s wind tunnel. They get get straight winds that high in Lubbock Texas now and then.
Their first mission was research into tornadoes to design structures that showed people how best survive them. They have taken violet weather in general.
While I live in Oklahoma I've found the faculty and staff friendly and very helpful.
We have a similar wind tunnel here at Oklahoma State with a 4 foot throat and 9 or 10 foot fan that may make 30 m/s. It's 70 or 80 years old and that size smaller might work for you with modern design and materials. Square corners, with now rough plywood built buy college students then moved 3 or 4 times isn't the best it could be.
I expect a much smaller one could be built depending on what you want use it for. The guy's that designed the space shuttle built a rack n the front of a pick-up truck that held the model far enough to in front to in clean air. NASA wouldn't give time on the ob because it couldn't work.
