here are steps, using basic commands, common in all leading CAD packages.

1. Step 1:

   Create this sketch in top plane. use tangent arcs.
   

   

2. Step 2:

   create an extrude,
   

   

3. Step 3:

   create this sketch on front plane, basically 2 concentric arcs, with a different radius, closed by straight lines.
   

   

4. Step 4:

   create an extrude. use arcs for contour.
   

   

5. Step 5:

   using same sketch, (different contour), create a through all cut extrude.
   

   

6. Step 6:

   add fillets.
