Recreate Part

Where are you stucking?
Nobody is going to be able to recreate the part from a screenshot.
To create it, you'll need to:
Sketch the overall shape/outline
Shell the part
Add the desired ribs with the Rib tool
Add the pockets
Add the holes
Add fillets

There are several ways to build this part. There might be a better way, but without knowing more about the part, the best way to build it can't be known.

Post what you have made so far. That way we can see where/why you stopped.

The part looks symmetrical to me, so my suggestion is to only build one quadrant and mirror the rest.

This can be made with only 2 Extrusions and 1 Fillet...

The 1st extrusion for the flat base, without selecting the holes.
The 2nd extrusion for the lines.
The fillet for the lines' edges.

You can also do as Jack K suggested; make one half as I said, then mirror it.
