Why all components fixed and not moving

i am doing assembly of this model . everything is perfect .problem is that when i cocentric both holes of bar , as a result the whole assembly gonna fix and can not move . any suggestion please.i have checked components properties and i noticed that my solve as option is disabled all of components and assembly.
my assembly is not moving
